Every serious emergency plan has a communications section, and most of them quietly assume the phone will work. It won't. The most reliable emergency communication tool in the world is a hundred-year-old technology run by volunteers, and there has never been a better time to get licensed.
Your phone fails first
A cell phone is not a radio you own. It is a subscription to somebody else's infrastructure: a tower with grid power, a fiber line out the back, a data center somewhere far away, and a billing system that decides whether your packets matter. Every link in that chain has to survive for your call to go through.
In a real disaster, the chain breaks in predictable order. Grid power drops and cell sites fall back to batteries that are typically measured in hours, not days. The sites that stay up get flooded by everyone calling at once, so calls fail even where coverage survives. Landlines are no refuge: most now ride the same fiber and the same power as everything else. Satellite messengers help, but they are one-way dependence too: a subscription, a charged device, and a company's ground stations between you and the people you love.
What amateur radio does differently
Two handheld radios are a complete, working network. No tower, no account, no middleman. In town, that is neighborhood range. From a ridge or a rooftop, much farther. That alone covers the most common emergency need there is: talking to your own people across a town that has gone dark.
Above that sit repeaters: club-maintained stations on hills and towers that rebroadcast your signal across an entire region. Many run on solar and batteries precisely because the people who build them plan for grid failure. And above that sits HF, where a 100 watt radio and a wire thrown over a tree branch can work stations hundreds or thousands of miles away by bouncing signals off the ionosphere. No infrastructure at all. The atmosphere is the network.
Then there are the people. The United States has roughly three quarters of a million licensed amateur operators, organized into local nets and emergency service groups that drill for exactly this. When you key up on a repeater during a disaster, the voice that answers has probably practiced for that moment.
The record speaks
This is not theory. After Hurricane Katrina took down phone networks across the Gulf Coast in 2005, volunteer operators passed health-and-welfare traffic for weeks. After Hurricane Maria flattened Puerto Rico's grid in 2017, the Red Cross asked the ARRL to send fifty operators to the island because radio was the only dependable way to move information. After Hurricane Helene tore through western North Carolina in 2024, hams relayed welfare messages out of valleys where every commercial network was down. Different decades, different disasters, same pattern: when everything else fails, the amateurs are still passing traffic.
The license is the easy part
The entry-level Technician license is a 35 question exam drawn from a published question pool. Morse code has not been required since 2007. Most people can be ready in a weekend or two of study, and the whole thing costs less than a tank of gas: a small fee for the exam session plus a $35 FCC application fee. A Technician license opens up the VHF and UHF bands where local and repeater communication lives, which is where emergency communication actually happens.

Morse code still earns its keep
Nobody will make you learn Morse anymore. Learn it anyway. A Morse signal occupies a sliver of the bandwidth a voice signal needs, which means it punches through noise, interference, and distance that make voice unreadable. Operators routinely cross continents on a few watts, the kind of power a small solar panel provides. The equipment is minimal, the mode works when conditions are terrible, and a message spelled out in tones can be received by ear, by flashlight, or by tapping on a pipe. It is the deepest form of radio self-reliance there is.
